ABSTRACT

PURPOSE

This study investigates the key factors affecting the quality of public building construction projects in the Federal Capital Territory (FCT), Abuja. The research specifically aims to identify obstacles to implementing quality assurance practices and the consequences of neglecting such practices in public housing projects.

DESIGN / METHODOLOGY / APPROACH

A quantitative research design was adopted, using a structured questionnaire administered to construction and engineering firms listed in the Abuja business directory. The sample size was 159 industry professionals, with a 75.4% response rate (120 valid responses). The data was analysed using descriptive statistics (percentages, mean item scores) and inferential statistics (t-tests).

FINDINGS

The study established that stakeholders—including technical staff, project managers, and financiers—significantly influence project quality. Project financing and project management competencies were found to be especially influential, while only one construction material factor had a measurable impact. Overall, four key elements—project finance, materials, management competencies, and stakeholder involvement—collectively affect the quality of building construction in Abuja.

RESEARCH LIMITATIONS / IMPLICATIONS

The study was limited to construction firms in Abuja, potentially restricting the generalisability of findings to other regions. Further studies could explore broader geographic locations and include other types of construction projects for a more comprehensive analysis.

PRACTICAL IMPLICATIONS

For improved construction quality, the study recommends strong collaboration among technical personnel and all relevant stakeholders. Emphasis should be placed on ensuring proper financing, use of quality materials, competent project management, and inclusive stakeholder engagement to achieve safe and durable buildings.

WHAT IS THE ORIGINAL / VALUE

This study adds value by empirically identifying and analysing specific quality determinants in public building projects within Abuja. It provides data-driven recommendations that can inform policies and practices to enhance construction quality and safety in Nigeria’s public sector building industry.
